Carroll M. Bass, a native of Prince Edward County and assistant director of the Virginia Department of Agriculture?s Plant Industry Division, will retire at the end of this month after 46 years service with the department.
One of seven children of the late Charles M. and Betty Gates Bass was born and reared at ?River View? in Prince Edward County, and received his early education in the county public schools.
After completion of a special course in general agriculture at Virginia Polytechnic Institute in 1961 he joined the State Department of Agriculture as a seed technologist. Except for service in the Navy in World War I his service with the Department has been continuous.
In 1929, following reorganization of the Division, Bass was named assistant botanist in charge of seed germination. He was promoted to supervisor of the seed laboratory in 1953 and in 1954 was named to his present position as assistant director of the division in charge of the seed section.
During his 46 years of service, Bass has witnessed many changes in Virginia agriculture, particularly within his own Department. He has served under three Commissioners the late George W. Koiner, L.M. Walker, Jr. and the present incumbent, Parke C. Brinkley. He has seen his own Division beginning with a staff of thirty employees performing a variety of services and functions, each of which for the advancement of Virginia agriculture through more efficient enforcement of the Virginia Seed Law.
Under his leadership, the Virginia Seed Laboratory has done research to develop improved methods and procedures for testing seeds and to keep them abreast with changing times and present day needs.
Bass has been active in and served important committees of the Association of Seed Control Officials of the Southern States, the Association of American Seed Control Officials, and the Association of Official Seed Analysts, and organization embracing the United States and Canada. For the latter, he was editor of its News Letter in 1957-1959. He served as vice-president in 1960 and as president in 1961.
Following retirement, Mr. and Mrs. Bass will continue to reside at 1210 Windsor Avenue, Richmond. However, they plan to spend much of their time during the summer at ?Tall Timbers,? on the Rappahannock River where they are building their summer home and establishing headquarters for get-togethers with their thirteen grandchildren.
Mr. Bass has a son, William M. Bass and family living at ?River View? association with his uncle, Willie B. Bass.
