Mr. Bass was fiscal officer the last four years, and previously served 16 years with the State Tax Commission. He was born May 16, 1921, in Monticello, Miss., and lived in Salem 15 years. He was a member of First Methodist Church and was a Navy lieutenant in World War II. Survivors incdlue his wife, Blanche D.; mother, Mrs. Ola M. Bass, Salem; sons, Russell M., Salem, and William E. III, Corvallis; daughters, Meadow L. and Druscilla, both Salem, and brother, Dr. J.J. Bass, Portland. Funeral will be at 2 p.m. Tuesday at First Methodist Church, Salem, with interment in Restlawn Memorial Gardens, Salem. The family suggests that remembrancs be contributions to American Cancer Society.
