The son of the late Harold and Dorothy Bassett, Buck was born in Kilgore, TX in 1934 and spent most of his early life in Fort Worth. A 1956 graduate of Texas A & M University in economics he also received a graduate degree there and attended graduate school at George Washington University.

Commissioned in the U.S. Air Force he attended Intelligence School where he met his wife, 1/ Lt. Mary Gaus. After five years in the US Air Force, he returned to Texas A & M to teach economics. Subsequently, Buck's professional life was quite varied, spent mostly in the metropolitan Washington, D. C. area. He worked in the public sector at the local, state and federal levels and for profit and not-for-profit organizations. The common thread in his entire professional life was education, teaching economics full time and part time until he retired in 1986. A member of the American Economics Association, he authored textbooks and numerous articles in economics and government affairs.

Upon retiring he moved to St. Michaels, MD and was active in civic affairs, President of the Utilities Commission and a member of the Miles River Yacht Club. An avid sailor, he loved the Chesapeake Bay. Over a 30-year period, he circumnavigated the Bay several times. Some of the other things he enjoyed were sculpting, painting, reading, playing at golf, finishing crossword puzzles, watching Mary catch a fish, traveling, writing, researching genealogy, eating pizza and drinking beer.

In 1991, thirty-three years after they met, Buck and Mary were married. They moved to Franklin County, PA in 1996. As members of Saint Andrew Church in Waynesboro they met weekly over the years with people interested in joining the Catholic Church. Also, together with Mary, he volunteered for several years at Quincy U. M. Home.

In addition to his parents, his sister Jacqueline Cummings predeceased him.

He is survived by his wonderful wife Mary, three daughters Sarah Wilhelm of Philadelphia, PA, Jennifer Page Brown (Greg), of Montgomery Village, MD and Joanna Snow (John) of La Plata, MD, step-daughter Marilyn Barker (Fred) of Boston, step-son Matthew Oberhardt (Tara) of Truckee, CA, six grandchildren, Taylor Page Brody (Joel), Rory Page (Kelsey), Rebecca, Molly, Colleen, and Charlie Snow, two step-grandchildren Katherine and George Barker, and eight great-grandchildren.
