Isaac lived in the town of Northeast, Dutchess County New York and appears in the 1790 census with two males under 16 and two females. The Powers Genealogy says William was born in Northeast, Dutchess County.
Isaac and his wife Abigail show up in a dozen or more land transactions in Cortland County, New York.

On the 2d day of October A.D. 1832 personally appeared before me Isaac
Bassett who being first duly sworn according to Law deposeth & Saith that he
is a brother of Joshua Bassett and that the said Joshua Bassett is now as this
deponent believes 75 years of age and that the said Joshua was a Soldier of
the Revolution and served at one time for about three years--that he saw him
at Bristol, RI after the Army had left the Island--that this time when he saw
the said Joshua was the second year of his absence, that he was then engaged
at work in the Shop or Armory as an Artificer. Deponent further says that he
saw him again the year following at Tappen, thinks it was August--that the
Army were then at Tappan in the State of New York and that his brother Joshua
was then engaged in the Armory as an Artificer and the Deponent each time he
visited him stayed a number of days.
And deponent further says that he was knowing to the said Joshua
having served six months before this.
