Charles was a leading citizen of Midland County, Michigan. He served as a member of the Midland County Board of Supervisors from Lincoln Township from 1914 to 1944, as Lincoln Township Treasurer, as a member of the Averill School Board, a member of the Northeastern Michigan Tourist Association, and as treasurer of the Averill Methodist Church. He operated a 180 acre farm near Averill where he raised purebred Holstein cattle and certified Irish Cobbler seed potatoes.
