Ex-retailer Milton Bass dies - He operated hardware stores for decades;
He later became a noted track-and-field athlete
Walking into Milton Bass' City Hardware store at 1317 Hull Street was like taking a stroll down a small-town street in America.
There were bins of individual things, such as nails, screws and bolts. When a customer came in and said something didn't work, "my father would say, get this out of this bin and that out of that bin," said a daughter, Stephanie Wishnack of Richmond. His store was all about personal service.
Fellow hardware store owner David Musick recalled, "His aisles had so much stuff you couldn't move. We don't know how he found anything, but he'd move 15 boxes and there it was. He'd do anything for a customer."
Mr. Bass, who retired and sold his business in 1993 after 50 years of serving customers, died of heart problems Friday in a local hospital. He was 87.
"He was a hustler," Musick said. "Most of the time he ran the cash register, but he also did some selling. He ran the delivery truck. He did everything. He just flew around. He was a much smaller operation than we were at Musick Hardware, but he was good at what he Mr. Bass did."
The Reading, Pennsylvania, native moved to Richmond with his family when he was 6. While he was attending the University of Richmond, he enlisted in the Navy right after the attack on Pearl Harbor that precipitated America's entry into World War II and served in the Pacific theater.
When he came home, Mr. Bass, who had worked in a hardware store during high school, opened City Hardware on Hull Street. At one time, he also owned branches in the Beverly Hills Shopping Center in Henrico County and in the Stratford Hills Shopping Center in Richmond.
He began running and became diet-conscious in his 50s, when he was diagnosed with high blood pressure. What started as a health move evolved into a passion. He competed all over the world in masters track and field events and was a volunteer at local track and field events. In a 1961 meet in New Zealand, he set a U.S. record for the 60-and-older age group for 800 meters, clocking at 2 minutes, 19 seconds.
"He inspired and encouraged so many people to run," his daughter said. He had been a volunteer for Meals on Wheels and at Cedarfield retirement community in Henrico, where he lived.
Mr. Bass nursed his wife, Ethel Levine Bass, through 12 years of macular degeneration. She died in January 2007.
In addition to his daughter, survivors include a son, Howard Bass of Beersheva, Israel; two other daughters, Robin Bass of Boston and Wendy Spiro of Atlanta; two brothers, Barney Bass and Harry Bass, both of Richmond; and nine grandchildren and four great-grandchildren.
A funeral will be held Monday at 3 p.m. at Bliley Funeral Home, 3801 Augusta Avenue. Burial will be private.

Justice official Kenneth Bass III dies at 65

WASHINGTON - Kenneth C. Bass III, the Justice Department official who helped write the Foreign Intelligence Surveillance Act, which allows the federal government with the approval of a special court to spy on foreigners suspected of espionage in the United States, died of cancer April 27 at his home in Great Falls, Va. He was 65,

Bass, an appellate lawyer with Sterne, Kessler, Goldstein and Fox since 2002 and an adjunct professor at Georgetown University's law school, was a frequent commentator on national security issues throughout his career. He also was appointed by then-Sen. Joe Biden, D-Del., to a 1987 advisory panel that looked into Judge Robert Bork's background when Bork was nominated to the U.S. Supreme Court. OAS_AD('Position3');

Bass also played a pivotal role in recent intellectual property issues. He was co-counsel in a major patent law case that went to the Supreme Court, principal author of IBM's brief in a case that led to the U.S. Patent and Trademark Office's acceptance of patents for software on computer media and co-author of the petitioner's brief in Wal-Mart v. Samara, in which the Supreme Court established a significant principle for protection of product packaging.

His work on FISA, which President Jimmy Carter signed in 1978, came in response to extensive investigations by Senate committees into the legality of domestic intelligence activities by the FBI and CIA, some of them stemming from the complex of crimes that became known as the Watergate scandal. He was the first person to be chief of the Justice Department's Office of Intelligence Policy and Review.

DANVILLE ? The marriage of Miss Joyce Lee Bass, daughter of Mr. and Mrs. Horace Greeley Bass of Danville, to William Armstrong Henley, son of Mr. and Mrs. William Thomas Henley of Williamsburg, took place Sunday, April 15.

Joyce Bass Henley
July 29, 1935 ? July 11, 2023

Joyce Bass Henley passed away peacefully on July 11, 2023. She was born July 29, 1935 in Danville, Virginia to Horace and Stuart Bass. Joyce loved being big sister to her two younger brothers, Carl and Steve, and growing up in the community where she made many lasting friendships and fond memories. She loved to recount the fun she had as captain of her cheerleading team, editor of the yearbook, and being a sub-debutante.

Joyce continued her education at her beloved Randolph Macon Women's College where she was active in Chi Omega Sorority. Soon after arriving at RMWC she met the love of her life, Bill, at nearby Washington and Lee University. Joyce and Bill were happily married for 63 years.

In the early years of their marriage, Bill and Joyce primarily lived in Birmingham, Alabama and Richmond, Virginia. In 1969, they moved their family of five to Tampa, Florida. Upon settling in Tampa, Joyce immediately began serving in the community and building lasting and cherished friendships. Among the things she was actively involved with are Palma Ceia Presbyterian Church, Community Bible Study, Weeder's Garden Club, The So Ho Friend Group, Mustard Seed Bible Study, Young Life, Salvation Army Auxiliary, and Meals on Wheels.

But her most impactful role was being a devoted mother to her three children, Devany, Amy, and Jeff. As her family grew, so did her influence and impact. Her children and grandchildren remember their "Mimi" being at every sports game, musical performance, and every important event in their lives as their biggest fan and cheerleader.

Throughout Joyce's life she suffered with severe rheumatoid arthritis, however, she never let that limit or define her. Her strong Christian faith defined the essence of who she was and where she looked for her strength and courage and hope.

Joyce is survived by her children, Devany Henley Groves, Amy Henley Lerom, Stuart Jeffries Henley (Julie); her grandchildren, Henley Groves McKnight (Todd), Lauren Groves Van Der Sluys (Nathan), William Matthew Lerom, Daniel Jeffries Lerom, David Armstrong Lerom (Catherine), Callie Henley Adams (Jackson), Gracie Henley Hastings (Will); six great-grandchildren; and her beloved brothers, Carl Stuart Bass (Brenda) and Stephen Garland Bass (Wanda). Joyce was predeceased by her father, Horace Greeley Bass, her mother, Stuart White Bass, her beloved husband, William (Bill) Armstrong Henley, and her son in law, Fletcher Leonard Groves III.

A Celebration of Joyce's life will be held at Palma Ceia Presbyterian Church, 3501 W. San Jose Street, Tampa, FL 33629, on Saturday, August 5th at 11 a.m., followed by a reception in the Fellowship Hall.
